is it set as your homepage?
go to tools, internet options and change it from there:D

thank you for the quick reply.
the default homepage is set to be "google"
this whole process manifests itself as:
open ie -- then it goes to :http://www.google.co.uk
then redirect to: http://runonce.msn.com/runonce2.aspx
the latter one should allow me to me check some ie setting options and requires me to check "join ms experience..." but it doesn't get that far.
very very annoying
thanks

Who would have thought that after two years that Microsoft has not corrected this problem...shame.
Here is your solution:
IE creates two registry keys under HKU
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]
"RunOnceComplete"=dword:00000001
"RunOnceHasShown"=dword:00000001
They might be there and set to 0. If that's the case, then change the value to 1.
Not there? Create new ones then set them to 1.
For those who manually open Regedit and are not familiar with it - KEYS are FOLDERS, and the things inside the Keys are the VALUES (whereas normally files are inside values). Each value contains DATA. For instance:
"HKCU\Software\Microsoft\Internet Explorer\Main" is a KEY.
"RunOnceComplete" is a VALUE.
"dword:00000001" is DATA.

Or even easier, I have put it on a reg file for you.
Runonce2.aspxFIX.reg
Download it then run it.
Restart IE. It all should work fine now.

i cannot believe you have answered so quick! how can you do that? anyway, i am reluctant in changing the keys myself. just don't want to mess the whole windows now. can you let us have the runonce fix you are talking about? where do we get it from?
thanks

cheemax, just click on the attached file. Use winrar to extract it.
download winrar (http://www.rarsoft.com/rar/wrar38b3.exe) from here (free) if you don't have it already. It is like winzip just better in my opinion.
