We know is hard to cancel a broadband contract and obtain a MAC code but YES, the broadband contract can be cancelled before the end of it if you can
Prove that they do not provide the service you are paying for...
How it can be done?
Well, I'll let you find out or if you have any stories that might want to share with us feel free to post them here.

This how I did mine twice with 2 dif. providers. I have cancelled AOL Broadband after they've become Carphone Warehouse as the surfing speed was pure dial-up in the evenings then I have cancelled TalkTalk for major disconnection problems.
Back to cancelling the broadband contract with any ISP's:
Your broadband might be very slow and the speed might be under what you are paying for but as long as the internet works (slow like hell but it works) they'll find all sorts of excuses and refuse to cancel the contract. Fair usage policy, network management,etc.
Call the tech department (not the cancellation dpt) and always but always, demand to speak to a supervisor. Do not give in until they get you a supervisor on the phone.
Be very careful as the customer support agents (level1) tend to pass the phone from one to another so make sure you always ask (and write down) for:
Agent's full name
Support Office Location
Agent ID code (they all have one)
Call reference number
Shift supervisor's full name and ID code.
Once there just turn off the modem. Let them check the line and do whatever they want to do with your line as there's nothing to be done as long as the modem is down.
And if the modem is down it means you cannot go online
And if you cannot go online it means there's no internet.
Which means that you pay for something you do not get as Laurentio was explaining on a post above.
Once you've got a "result-answer" from them just put the phone down and turn the modem on. Next day call again. Same procedure, same story.
Do it for a week. That should give you a non working profile with the tech department which leads to free disconnection from the cancellation dpt.

AOL:
AOL broadband for free? All you have to do is go to keyword BILLING and change your price plan to FREE.
Tiscali:
Downgrade to Dial-up. The agent will warn you that dial-up connection is more expensive than the Broadband as there are bigger costs involved. Not your problem, just say yes you want to downgrade to dial-up and next week call again and cancel the dial-up contract for free.(you're under 30 days trial)

More drastic measure:
Report them to OFCOM (http://www.ofcom.org.uk/). It will be over in less than a week.
